The Central Intelligence Agency
The CIA was established in 1947 as an independent, intelligence agency within the executive branch. https://www.cia.gov/legacy/cia-history/ The CIA was charged with coordinating the Nation’s intelligence activities and collecting, evaluating, and disseminating intelligence affecting national security. The CIA collects information only regarding foreign countries and their citizens. Executive Order 12333
In 1981, Executive Order 12333 extended the powers and responsibilities of all U.S. Intelligence agencies to co-operate fully with CIA requests for information. The collection is allowed only for an authorized intelligence purpose; for example, if there is a reason to believe that an individual is involved in espionage or international terrorist activities. They operate in accordance with US elected representatives. The CIA is responsible to the American people; at least it was until 2016.
The Nixon administration
The government began spying on US citizens in 1960 during the Nixon administration. Since then, “The CIA conducts these sweeping surveillance activities without any court approval, and with few, if any, safeguards imposed by Congress.” Edward Snowden, a former NSA contractor, blew the whistle on the mass surveillance of Americans’ telephone records. In 2016 the CIA sent 49,868 requests to Facebook, 27,850 requests to Google, and 9,076 requests to Apple for user data, to spy on citizens.
